This makes zero sense, given the fact that Gordon was a top priority for the Combine and they also had to deal with the upcoming citizen uprising (one of the many aspects that the game seemingly ignores about the Half-Life lore), which was a much more important thing. The G-Man tasks Mitchell to hunt down Gordon, which turns out to be a ploy to orchestrate a setup in order to distract the attention of the Combine from Gordon to Mitchell.Just after the Seven Hour War, various graffiti tags related to the Resistance can be seen in some places despite the fact that The Resistance cannot organize themselves at lightspeed.The storyline is also filled with plot holes.
